No Charges Against Trooper Who Kills Two in Accident
Maryland State Police trooper Philip Willoughby was involved in an accident that killed two people and apparently will not face charges. The accident occured when Willoughby was heading to a crash scene. He was traveling around 57 miles per hour with his lights and siren on when the accident occurred. It occurred in a 35mph zone.
State police say the results of an internal investigation of the August accident were forwarded to Talbot County prosecutors, and no criminal or traffic charges were filed against the trooper.
The victims in the accident on St. Michaels Road were an elderly brother and sister in their 80’s, Maynard Lowery and his sister Alma (88 and 87 years young respectively).
